I live here, and have seen the increase in lawlessness since the Bowser admin took control.
Intimidating gangs of atvs and dirt bikes roam the streets at high-speeds harassing pedestrians on a weekly basis in NW.
Just 3-weeks ago one set of gangsters opened fire at another at Connecticut & Florida, with multiple casualties, mostly pedestrians. Bullet holes and blood were everywhere.
When I spoke with an arriving officer at the scenes about the stopping these bike gangs, he looked at me and shrugged.
The homeless have formed encampments now along the vacant thoroughfare north of the circle on Connecticut Ave. Pre-COVID, small businesses plied their wares in between restaurants. Now, these encampments are open-air use spots with (legal and not) pot smoke so thick you’ll dry vomit walking by.
The city needs changes. Perhaps what you suggest above might work.
